Technical Energy Code Advisors
The Wisconsin Energy Code Technical Advisor program provides expert, no-cost, individually tailored assistance, training, and education to stakeholders across Wisconsin on the energy provisions of the Uniform Dwelling Code (UDC) and commercial energy code. The advisors will help code officials, raters, and design/building professionals obtain the full benefits of improved compliance through a greater understanding of code requirements, best practices and building science.
While the Energy Code Technical Advisor does not issue official code interpretations, the advisor will share best practices and tailored information to participants to help address challenging provisions in the UDC or commercial energy code.

Meet the team

Bill Deters, Senior Technical Specialist/New Construction Trainer
Born and raised in central Pennsylvania, William (Bill) Deters has been involved in residential and light commercial construction since 1988. Some of his roles have included manager of design and estimating departments, producing energy modeling and code compliance documents for builders nationwide, HERS ratings, experience with energy modeling software (REM/Rate, Ekotrope, Rescheck and Energy Gauge), utility rebate submittals, building code and quality assurance inspections, and residential HVAC design. Bill has certifications in ICC Residential Building, Residential Energy Inspector / Plans Examiner, Residential Mechanical, Residential Plumbing inspector, Commercial Energy Plans Examiner, IECC/HERS Compliance Specialist, Fire Inspector I, RESNET HERS rater and RESNET QAD.

Robby Oakley, Senior Technical Specialist
Robby graduated from the University of Wisconsin-Platteville in 2020 with a BS in Sustainability and Renewable Energy Systems. He joined PSD in 2021 and provides quality assurance for the Wisconsin FOCUS ON ENERGY® Residential New Construction Program. Robby performs comprehensive quality assurance inspections on homes, this includes conducting Blower Door, Duct Tightness, and Mechanical Ventilation tests. He is also a RESNET Quality Assurance Designee and has reviewed hundreds of RESNET certified homes in REM/Rate and Ekotrope.
Outside of his quality assurance duties, Robby also provides technical support to Raters, Builders, and internal staff that participate in utility programs. He is also a certified trainer for Duct Testing and Air Leakage Infiltration testing.
